Heritage is a member of The Central Austin Neighborhood Planning Advisory Committee (CANPAC), the City of Austin (COA) recognized Neighborhood Planning Team for the Central Austin Combined Neighborhoods Plan. CANPAC was formed by residents and property owners who participated in the neighborhood planning process initiated by the city in 2002. City Council signed the Central Austin Combined Neighborhoods Plan into zoning law in 2004.

CANPAC meetings, held monthly, are open to members of participating neighborhood associations.  The seven neighborhoods who are part of the Central Austin Combined Neighborhoods Plan are:

Eastwoods Neighborhood Association
Hancock Neighborhood Association
Heritage Neighborhood Association
North University Neighborhood Association (NUNA)
Shoal Crest Neighborhood Association
University Area Partners (UAP)
West University Neighborhood Association

Staffed by volunteer representatives from each neighborhood association, CANPAC hears presentations from property owners who request a plan amendment and determine the sentiments of the neighborhood associations and stakeholders to present a letter of support or opposition to the Planning Commission and City Council.

The Central Austin Neighborhoods Planning Area Committee (CANPAC) serves as the Steward of the Combined Central Austin Neighborhoods Plan by:
Supporting the goals of the overall Plan and the goals of the individual neighborhoods within the Plan;
Serving as a resource to the individual neighborhoods in the Plan;
Reviewing proposed changes to the Plan for the potential effects on the plan area;
Monitoring proposed City ordinances or changes to ordinances for their effects on the plan area;
Reviewing the Plan periodically for the purpose of recommending improvements or clearing up ambiguities in the Plan through the Plan Amendment process.
